Bay Runner Pipeline: Expanding South Texas Natural Gas Infrastructure

The Bay Runner Pipeline is a major intrastate natural gas project currently advancing through Texas air permit approval stages. Designed to stretch approximately 145 miles, the pipeline will transport up to 2.64 billion cubic feet per day (Bcf/d) of natural gas from the Agua Dulce supply hub to a terminus near Port Isabel, Texas—a critical export gateway to global LNG markets.

The project aims to meet the growing demand for natural gas infrastructure in South Texas, supporting both domestic energy consumption and U.S. LNG exports. Once operational, Bay Runner will play a central role in strengthening regional energy security, reducing midstream constraints, and connecting production zones directly to international markets.

Construction is expected to begin in 2025 and conclude by 2026, with an in-service date in the second half of 2026.

Permit Overview

The Texas Commission on Environmental Quality (TCEQ) is currently reviewing the air permit associated with the Raymondville Compressor Station, a key component of the Bay Runner system.

Strategic Impact

The Bay Runner Pipeline will provide a crucial midstream connection linking the prolific South Texas supply basin with Gulf Coast export infrastructure. The project’s compressor station near Raymondville is strategically positioned to boost system pressure and ensure reliable flow to liquefaction and export facilities near Port Isabel.

With growing LNG export capacity along the Texas Gulf Coast and rising power generation demand across the U.S., Bay Runner’s additional 2.64 Bcf/d of throughput capacity enhances system resilience and supports America’s evolving energy landscape.

This project underscores Texas’s ongoing leadership in natural gas logistics and highlights continued private investment in U.S. energy infrastructure aimed at enhancing reliability, reducing bottlenecks, and supporting global energy trade.
