Navigator Borger Express Secures New Texas Interstate Pipeline Registration

Navigator Borger Express LLC has received a new interstate pipeline registration from the Railroad Commission of Texas covering 93.14 miles of liquid pipeline across Hemphill, Roberts and Hutchinson counties in the Texas Panhandle.

The Railroad Commission of Texas (RRC) issued Interstate Pipeline Registration No. 10796 to Navigator Borger Express LLC on August 11, 2026. The registration classifies the system as a liquid common carrier pipeline and covers 93.14 registered miles in Texas. It remains valid through May 31, 2027.

The registration follows a July 24, 2026 filing by Navigator Borger Express for a New Permit. The application identifies Navigator’s P-5 Number as 601155 and reports 93.14 miles under the new permit application.

According to information included with the application, the T-4 filing relates to an interstate pipeline running from Roberts County, Oklahoma to Hutchinson County, Texas.

Part of the Borger Express Pipeline System

The filing aligns geographically with Navigator’s Borger Express Pipeline, a major crude oil transportation system connecting Oklahoma with the Texas Panhandle.

Navigator Borger Express LLC is an affiliate of Navigator Energy Services, a private midstream company with a substantial crude oil infrastructure position in the Anadarko Basin. Navigator reports approximately 500 miles of crude pipeline, more than 1 million barrels of storage capacity and 450,000 barrels per day of delivery capacity. The company says it has invested approximately $600 million in midstream infrastructure in the Oklahoma and Texas Panhandles.

The broader Borger Express project consists of approximately 195 miles of 16-inch crude oil pipeline and is capable of transporting up to 90,000 barrels per day. Its route crosses seven counties: Hutchinson, Roberts and Hemphill counties in Texas and Ellis, Woodward, Major and Woods counties in Oklahoma.

The project was designed to provide a regional refinery with access to crude oil originating from the major storage and trading hub at Cushing, Oklahoma. Navigator’s original open season contemplated using approximately 180 miles of existing crude pipeline along with nearly 200 miles of new 16-inch pipeline between Cleo Springs, Oklahoma and Borger, Texas.

Borger Express Completed in 2023

Although the 2026 Texas filing is categorized as a new permit application, the broader Borger Express system is not a newly announced pipeline project.

The U.S. Energy Information Administration reported that the Borger Express Pipeline was completed in 2023. EIA describes it as a 90,000-barrel-per-day pipeline developed by Navigator Energy Services that transports crude approximately 195 miles from Major County, Oklahoma to Hutchinson County, Texas.

The City of Borger has also reported completion of the pipeline connecting the Borger Complex with Cushing, Oklahoma.

The new RRC registration therefore appears to concern the Texas portion and regulatory registration of the existing interstate system, rather than establishing that Navigator plans to construct an entirely new 93.14-mile pipeline. The documents reviewed do not specify whether the 2026 filing reflects re-permitting, a regulatory change, restructuring of existing pipeline permits or another administrative change.

Strategic Importance of the Pipeline

Borger Express provides another transportation route between one of North America’s most important crude oil hubs and the refining market in the Texas Panhandle.

CME Group lists Borger Express among the major pipelines carrying crude out of Cushing, with 90,000 barrels per day of capacity.

Navigator says the system gives the refinery it serves access to greater volumes and a wider variety of crude grades. That flexibility can provide refiners with additional crude sourcing options while creating another outlet for barrels moving through Cushing.

When developing the project, Navigator estimated that Borger Express would generate approximately $60 million in property tax revenue for communities along the route over the life of the project. The company also projected approximately 1,500 contract positions during construction.

Pipeline Safety and Operations

Navigator says the Borger Express system incorporates measures including cathodic protection, hydrostatic testing, mainline valves, in-line inspection, aerial right-of-way surveillance, 24/7 remote monitoring and real-time leak detection.

Federal records also show Navigator Borger Express has been subject to PHMSA pipeline oversight. A PHMSA enforcement case opened in October 2024 concerning construction and reporting requirements was closed in September 2025.

Navigator Borger Express also continues to appear in federal regulatory records in 2026. An April 2026 Federal Energy Regulatory Commission filing lists Navigator Borger Express LLC under company identifier C004517.

What the 2026 Registration Means

The August 2026 RRC registration provides an important current regulatory update for the Borger Express system.

Registration No. 10796 confirms 93.14 miles of liquid common-carrier pipeline under Navigator Borger Express LLC in Hemphill, Roberts and Hutchinson counties.

Combined with the broader Borger Express system, the filing highlights the continuing role of crude oil infrastructure connecting Oklahoma’s Cushing hub with the Texas Panhandle refining market.
