Whitecap and Pembina Expand Footprint with New Kakwa Gas Plant

Date: July 2025

Whitecap Resources Inc. has filed a new facility application with the Alberta Energy Regulator (AER) to construct a gas processing plant in the heart of the Kakwa region, approximately 5 km from the nearest surface development. The project—Application #1958022—is notable not only for its design and scope, but also for its partnership structure and strategic positioning in one of Alberta’s most prolific natural gas areas.

🤝 Strategic Partnership: Whitecap & Pembina

While Whitecap Resources is listed as the applicant and operator, Pembina Gas Services Ltd. holds 99.99% of the working interest, indicating this facility is part of a broader midstream expansion strategy led by Pembina. The collaboration exemplifies a trend among upstream and midstream companies aligning to streamline infrastructure, reduce emissions, and unlock production efficiencies.

This relationship enhances Pembina’s integrated value chain in the Deep Basin and aligns with Whitecap’s operational focus on leveraging infrastructure-led growth in Western Canada.

🏗️ Facility Overview

The proposed gas plant will process up to 5,635 e³m³/d of raw gas, with regenerative sweetening and subsurface acid gas injection to reduce emissions. The facility is designed with:

  • Eight gas-driven compressors (totaling 24,602 kW)
  • Four electric-driven pumps (1,044 kW)
  • Claus-based sulphur recovery system
  • Emergency response planning compliant with AER regulations

The plant’s maximum H₂S inlet content is 0.35 mol/kmol, with a sulphur emission limit of 0.99 t/d, reflecting a deliberate design to handle sour gas safely and efficiently.

📍 Why Kakwa?

The Kakwa region, situated in northwestern Alberta, is a high-impact zone within the Deep Basin, rich in liquids-rich natural gas and close to existing midstream and sales infrastructure. Kakwa has seen increasing investment over the past decade due to its:

  • Multi-zone stacked pay opportunities
  • Established pipeline corridors
  • Proximity to key Pembina and TC Energy assets

By locating the facility in Kakwa, Pembina and Whitecap are doubling down on one of Alberta’s most resilient and scalable natural gas corridors.

🌱 Environmental Compliance & Efficiency

This facility is designed with Alberta’s Directive 056 and 060 standards in mind, ensuring:

  • Noise and emissions within regulatory limits
  • CO₂ venting and flaring controlled under AER guidelines
  • Emergency planning zone: 2.15 km radius, fully cleared
  • NOx emissions: 19.38 kg/h, and CO₂: 357 t/d

All compressors are fitted with low-NOx engines or electric drives, reflecting a balance between power needs and environmental stewardship.

🔍 Looking Ahead

With construction expected to proceed following regulatory approval, this plant marks a step forward in infrastructure resilience and resource optimization in the Deep Basin. For Pembina, it strengthens midstream throughput and long-term asset integration. For Whitecap, it offers operational leverage while maintaining a lean working interest structure.
