We have 3 types of permits related to construction of new facilities the Permit Type is related to the stage of the project. 

  • Notify New – Prior to construction, a notification with basic information must be submitted.
  • Initial -Ninety days after submitting the Initial Project Notification, a more detailed registration for the standard permit is required.  This could be related to existing plant maintenance
  • CERTIFICAT – This is the end of the process for new facilities, Notify New to Initial to Certificat
  • Revision – Permit approved with a revision to the permit. This could be related to existing plant maintenance

Pipeline Projects

WhiteWater Midstream, LLC. – New Pipeline – 185 Miles – AUSTIN, COLORADO, HARDIN, HARRIS, JASPER, LIBERTY, MONTGOMERY, WALLER

February 2023 WhiteWater Midstream requested the Texas Railroad Commission for a new 185 mile pipeline permit for the Blackfin pipeline project that will connect Colorado County (Eagle Ford) to Hardin County Texas. The Economic Operator is Matterhorn Express Pipeline.

Matterhorn Express Pipeline is a partnership between partner with EnLink, Devon, and MPLX to develop incremental gas transportation out of the Permian Basin as production continues to grow in West Texas,


Targa Resources – New Pipeline – 32 miles – CRANE, PECOS, WARD County  

Targa Resources has been approved to build a 32 mile DELAWARE to PERMIAN PIPELINE LLC that connects Crane and Pecos counties. The pipeline is expected to support the Targa gas plant construction in the Permian basin.


PALEO OIL COMPANY – New Pipeline – 10 Miles – LIVE OAK
